The Office of Navajo Government Development (ONGD) designed, conducted, and analyzed a comprehensive survey to better understand how Navajo citizens envision the future of Navajo Nation governance. The report presents the findings from key survey questions on governance preferences and priorities, insights into how respondents rank various Navajo civic duties, and results from a conjoint experiment exploring how citizens weigh different aspects of government structure and decision-making. It also includes demographic trends showing participation across regions, age groups, and community involvement. Finally, the report highlights the policy implications of the survey findings and how they may inform the Navajo Government Reform Proposal and future governance decisions. By summarizing public input and highlighting patterns in community preferences, this report offers valuable guidance for decision-makers and the Navajo public as we work together to shape the future of Navajo Nation governance.

The Diné Local Governance Summit, held on September 14, 2023, brought together 162 participants from across the Navajo Nation to discuss the future of local governance and the ongoing Navajo Government Reform Project. Organized by the Office and Commission on Navajo Government Development (ONGD/CNGD), the summit provided historical context on Navajo governance, explored the attributes of modern democracy, and presented findings from the Comprehensive Government Reform Survey.
The summit highlighted widespread support for serious reform across the Navajo Nation government, with chapter leaders emphasizing the need for accountability, capacity building, and community-driven decision-making to shape the future of Navajo governance.
